Valuation

The Valuation Section is responsible for dealing with all professional general practice surveying work and property advice associated with the Council, much of which is of a statutory nature. The section contributes directly to the 'Financially Prudent' and 'Well Managed' organisational values and more specifically, supports the "Ensure Optimum Use of Resources" (WM/E) strand of Priorities for Improvement. This is achieved through:

• Prudent and effective management of the property investment portfolio including processes to maximise income and minimise rent arrears,

• The disposal of surplus land and property at the best price reasonably obtainable (S123 Local Government Act 1972 as amended),
• Providing professional advice/representation together with innovative solutions in respect of regeneration and tourism initiatives,
• The provision of commercial business units on flexible lease terms,
• When necessary, securing property from the private sector for service delivery at optimum terms,
• Managing and minimising the Council's Rates liability.

The section also acts very much in a consultancy capacity supporting all Directorates in the provision of frontline and support services through effective professional advice. Examples include:

• Working with Learning and Childcare to identify accommodation needs for Fostering and Adoption services to support the Recovery Plan,
• Consulting with Community Care with regard to the development of Primary Care Centres and negotiating to secure Community Care office space within such development to provide "joined-up" service provision,
• Working with Community Care and Social landlords to assemble land for the development of decent quality affordable housing,
• The production of asset valuations for incorporation into the Financial Accounts as per CIPFA and Audit Commission requirements.

The provision of general advice and solutions in respect of funding packages.
