A premises licence is needed to provide "licensable activities" which include:
- Sale of alcohol
- The provision of regulated entertainment
- Late night refreshment
New applications
An application for a new premises licence must be made to the Licensing Authority (the council). To make an application you must submit:
- A completed application form (available at the bottom of this page)
- The fee for the application
- The consent of the 'Designated Premises Supervisor' (if needed) (available at the bottom of this page)
- A plan of the premises
You must also send copies of the application to all 'Responsible Authorities' (see below). More detailed advice can be found in our guidance document shown below.
What is a designated premises supervisor?
All premises licences authorising the sale and supply of alcohol must have a personal licence holder known as the designated premises supervisor.
This ensures that there is always one person who can be easily identified who will be responsible for the day-to-day running of the premises.
What is an operating schedule?
The operating schedule is part of the application form which sets out the various details on how the premises is proposed to operate when carrying providing 'licensable activity'. It must include the following information:
- Which activities will take place
- Hours activities will take place
- Hours the premises will open to the public
- Name and address of the Designated Premises Supervisor
- If alcohol will be supplied to drink on or off the premises
- Details of how the applicant will promote the 'Licensing Objectives' (see below)
What are the four licensing objectives?
- The prevention of crime and disorder;
- Public safety;
- The prevention of public nuisance;
- The protection of children from harm.
Operating schedule advice
Applicants will be asked to suggest conditions that will help them to promote the four licensing objectives mentioned above. Examples of relevant conditions would be:
Prevention of crime and disorder
- Where a CCTV system has been installed it should be connected to a suitable video cassette recorder and the cassettes retained for 31 days.
- An effective system must be operated to control entry to the premises and identify the number of persons in the premises at any given time.
Public safety
- Applicants should refer to Humberside's Fire and Rescue Service Guidance leaflet - The Licensing Act 2003 Fire Safety Guidelines
Prevention of public nuisance
- Adequate noise control measures should be in place is music is going to be played. (This is especially important if the entertainment will be late at night.)
Protection of children from harm
The Licensing Authority supports and encourages family orientated pubs/restaurants or similar premises. However, applicants should state whether children will be admitted to all or any part of the premises and how they will protect them from harm while at the premises.
Advertising applications
All applicants must publicise their applications in the local newspaper and on the premises. The Licensing Section will also arrange the publication of notices on the North East Lincolnshire Council Website.
'Interested parties' are businesses or residents near the premises or people representing businesses or residents in the area. Where no objections are made, the council will grant the licence as applied for. If objections are received, the application will be determined by the Licensing Committee, unless an agreement can be met between the applicant and the person who made the objection.
Reviews
A hearing may also be arranged if there is a request for a review of the licence or the police close the premises. At the hearing the licensing authority will review the licence and consider whether to amend the licence or any conditions or even revoke it.

Duty to keep and display premises licence
The premises licence or a certified copy must be kept at the premises under the control of a nominated person. This person must be named on a notice at the premises.
A summary of the licence provided by the Licensing Authority must be prominently displayed on the premises.
Fees
Fees have been set by Central Government. For premises licences these are based on the non-domestic rateable value of premises.
