Any person who wants to conduct a house to house collection for a charitable purpose must obtain either –

  • A permit from the council
  • A certificate of exemption granted by the Chief Officer of Police
  • An order of exemption from the Secretary of State.

Every collector must have:

(a) a Certificate of Authority.  This certificate must be produced on demand to any Police Officer or occupier of a house visited by them

(b) a Badge giving the purpose of the collection.  This must be visible when collecting

(c) if money is to be collected, a Collecting Box or a Receipt Box marked with a clear indication of the purpose of the collection
