Introduction
North East Lincolnshire Council uses an Approved List of Contractors for construction works projects valued at over £50,000 but below the EU procurement threshold for works. The Approved List was implemented in January 2010.
The Approved List is a list of contractors who have been assessed to meet the Council's standards for technical capability, financial standing, equality, environment and health and safety. This gives reassurances to the Council that a minimum standard has been met and saves suppliers from completing the same assessment documentation for each contract.
The Approved List includes the following categories of work:
- Asbestos Removal
- Civil Engineering
- Road Maintenance
- Demolition Works
- Electrical Installation & Maintenance Services
- Building (General)
- Roofing
- Landscaping
- Mechanical Services
- Ventilation Works
- Playground Equipment (Supply and Installation)
- Portable/Modular Buildings
North and North East Lincolnshire Councils use the Supplier Contract Management System (SCMS) to advertise and procure most of their tenders. If you are interested in doing business with the Council and for projects outside the Approved List values and works categories, please register with SCMS.

How to apply to the Approved List
If your company would like to join the Council's Approved List, you will need to apply through the Supplier Contract Management System (SCMS). To register your interest and download further information and a Pre-Qualification Questionnaire, please go to the SCMS website. Once you are registered with SCMS, you can search under Bulletins for approved list tenders posted by North East Lincolnshire Council.
To improve efficiency, North East Lincolnshire Council has agreed to use the Government sponsored national pre-qualification system 'Constructionline' to assist us with this project. To help us process your application, we encourage you to register with Constructionline for an appropriate work category(ies). If you are not yet registered, details can be found at Constructionline or telephone 0870 240 0152.
We also recommend that you join CHAS, the Contractors' Health and Safety Assessment Scheme. CHAS membership means that you have been assessed as meeting health and safety standards to a nationally recognised and accepted threshold which meets Council requirements.
