Race Equality Scheme - Conclusion
The requirement to publish the Race Equality Scheme by 31st May 2002 has imposed some constraints on the progress that could be made and the consultation that could take place within the time available.
That said, the Council has undertaken a detailed analysis of the services it provides and the way it makes decisions on services from a race equality perspective.
Whilst we recognise and acknowledge that we are starting from a low base and that there is a significant amount of work to do if we are to achieve our strategic aims, we nevertheless believe that the analysis will serve as a solid foundation on which we can build.
Given our starting point, we have been unable to develop detailed action plans beyond the first year. Nor have we been able to set meaningful targets given our lack of information. These will be addressed in the first year so that future Schemes will contain the targets and performance measures required to monitor progress.
We have made our commitment to such progress explicit by stating, within the Scheme, that we will review it more frequently than the requirement to do so every three years.
The publication of this Scheme is not the end of the process. It is the beginning.
