The Council has acknowledged, elsewhere in the Scheme, that it is starting from a position of having little, if any, information on the current position. Against this background it is impossible to set meaningful targets for race equality.
Targets will be developed once the baseline position has been established. This is a further reason why we have decided to review the Race Equality Scheme more frequently than required until such time as significant progress has been made.
There are a number of Best Value Performance Indicators associated with Race Equality. These are
BV2 The level of the Equality Standard for Local Government
BV11(b) The % of the top 5% of earners from black and minority ethnic communities
BV17 The % of local authority employees from minority ethnic communities compared with the % of economically active minority ethnic community population in the authority area
BV74 Satisfaction of tenants of council housing with the overall service provided by their landlord: with results further broken down by black and minority ethnic and non-black and minority ethnic tenants
BV164 Does the authority follow the Commission for Racial Equality's code of practice in rented housing and follow good practice standards for social landlords on tackling harassment included in the code of practice for social landlords: Tackling racial harassment?
Performance against these is reported to our community in the Best Value Performance Plan.
As we have said before, we start from a low base and we have no race equality performance indicators of our own. These will be developed as part of the action plan.
