Introduction

North East Lincolnshire Council have set aside a considerable amount of money to deal with roads affected by winter weather. This means treating roads when there is risk of ice and in severe weather clearing roads of snow.

This is done to make your journey as safe as possible for the conditions and to keep any delays to a minimum. Major roads including all "A" and "B" class roads are routinely salted when ice is expected, together with certain other major routes. Winter road conditions and weather information are continually assessed using the best available advice and technology. Technical Services provides cover from November to March, 24 hours per day, every day of the week, specifically to ensure a prompt and effective response to weather affecting the highways.

When ice is predicted and a decision has been taken to salt, designated roads are treated with around 30 tonnes of salt on each occasion. This takes up to 3 hours to complete, and our intention is to finish all salting before any ice is due to form on road surfaces. We liase closely with other Council's and operators adjacent to North East Lincolnshire who look after routes that cross this Council's boundaries, to ensure a consistent approach to route maintenance.

When significant amounts of snow fall, salting, snow ploughing and other snow clearance operations take place. The aim is to clear the strategic routes first and routes to Hospitals, Fire stations, Ambulance stations, followed by the remaining road network. After main roads priority is given to routes to provide at least one access from the main road network to all communities.

Highway Winter Service - Statement of Service

North East Lincolnshire Council, as the Highway Authority, aims to provide a winter service which ensures, so far as is reasonably practicable, that safe passage along a highway is not endangered by snow or ice.

The defined treatment network has been identified based on the principles set out in the Council's Highway Winter Service Policy and Operational Plan. In determining those routes that form part of the network for the winter season 2008/09, the following general principle has been applied:

'A' and 'B' roads will be treated, together with other main routes that provide access to the main rural areas and main population centres within the urban area. Principal bus routes within the urban areas have also been included.

The defined treatment network is set out in Appendix A of the Operational Plan. Priority for pre-treatment is given to primary routes and main distributor roads (Category 1). The target treatment time for the defined network (Category 1 & 2) is 3 hours from commencement of salting. Our objective is to ensure that normally the treatment of the defined network should be completed by 07:30 (approx) each day.

The available resources for 2008/09 have been targeted at providing a pre-treatment service as outlined above. However consideration will be given to reactive treatment (following formation of ice or snow) and snow clearing operations where appropriate and practicable, as prevailing conditions dictate and resources allow.

When To Salt

People often wake up to a severe frost, scrape ice off their car and are then surprised to find that the roads have not been salted.

This is because action is taken on the ROAD temperature being at or below freezing rather than the AIR temperature. Roads retain heat and do not cool down nearly as quickly as objects such as cars, and so frost on a car can be a misleading guide to whether salting is needed on the roads.

Salting is likely when road temperatures area at or below 1 degree C, and moisture is present or likely to be present to form ice.

Frost does not usually affect road surfaces until late evening or early morning so whenever possible salting is carried out overnight and outside periods where road traffic is heavy.

Great care is taken when applying salt to ensure that the appropriate rates of spread are used. Our winter maintenance vehicles are extremely powerful and have to distribute the salt across the full width of the carriageway. Drivers are therefore asked to keep a safe distance when following a salting vehicle, and to exercise great care when overtaking.
