Neighbourhood Renewal

Neighbourhood Renewal Team on the streets

NORTH East Lincolnshire's Neighbourhood Renewal programme has had a big impact since it began in April 2006.

The Government cash has been allocated by the Neighbourhood Renewal Board to projects across 12 designated Neighbourhood Renewal areas to improve services, reduce inequality, tackle unemployment, address health issues and fight crime.

The North East Lincolnshire Local Strategic Partnership launched their Neighbourhood Renewal Strategy for the area in April 2006 setting out their ambitions and priorities for the 2 year life-span of the programme. Read the Neighbourhood Renewal Strategy (PDF document).

At the same time as our self-assessment, an initial evaluation of Neighbourhood Renewal in North East Lincolnshire was conducted by independent assessors Hall Aitken in April 2007. The review enabled lessons to be learned quickly, as most projects were only just starting. The actions were addressed and reported to the Neighbourhood Renewal board and Government Office Yorkshire and Humber. Both were happy with the result. With the programme ending in March 2008, a final evaluation will look at individual projects and have a broader review of impact at neighbourhood level.

A total of 56 projects were commissioned over the two-year life of the programme.  To find out what they achieved and how they worked read the overview and outcomes document (Word document).

The Neighbourhood Renewal Board review progress of the programme on an annual basis.  The review is reported to the Local Strategic Partnership, the Accountable Body (North East Lincolnshire Council) and the Government Office.  A mid-term review was undertaken after the first year and published in June 2007. The Neighbourhood Renewal Board will procure the final evaluation in the first quarter of 2008/09. Read the annual review 2006/07.

Investment plans

The Neighbourhood Renewal Board commissioned detailed profiles of the priority neighbourhoods to support local priority setting and action plan development. Building on the model of good practice developed by Shoreline these have been produced in partnership with the Neighbourhood Forums in each area.

Bulletin reports

The ebulletin was produced by the Neighbourhood Renewal team on a fortnightly basis. The aim was to share good practice and support communication within and outside of the programme and encourage active participation.

Why has this money been received?

The purpose of the Neighbourhood Renewal Fund is to provide support to the council, to enable it, in collaboration with the Local Strategic Partnership, to improve services in its most deprived areas. This includes contributing to the achievement of Government and local targets to narrow the gap between deprived areas and the rest of the country.

How money much has been awarded in total?

In all, £9.1m Neighbourhood Renewal Funding has been awarded for the two years from April 2006 to March 2008, with £4.5m in the first year to March 2007. An additional £1.6m of associated funding has been awarded, called the Neighbourhood Element, which is allocated to the neighbourhood safety scheme to provide community wardens and support officers in neighbourhoods across the borough.

Which areas are being targeted by the scheme?

Local consultation and national statistics have identified 12 neighbourhoods as the main focus of Neighbourhood Renewal work, although we are not limited to working only in those areas. These neighbourhoods are: Immingham, West Marsh, East Marsh, Grant Thorold, Willows, West Marsh Macaulay, Hainton Heneage & Park, Yarborough, Nunsthorpe & Bradley Park, Cleethorpes North, Grange, East Marsh Freeman Street and Cleethorpes Seafront.

What is the money being spent on?

There are six outcome areas, or themes, that are the focus of neighbourhood renewal work - Crime, Education, Housing, Employment, Health and Liveability.  Each one is linked to a number of measures called floor targets. Activity supported by this funding should help to bring about improvements in the floor targets. One of the main aims of neighbourhood renewal is to address inequalities, which means to tackle those situations where some parts of our community face greater challenges or have fewer opportunities than others.

Who allocates the funding?

A Neighbourhood Renewal board has been established to oversee the programme and distribute funds. Its members are drawn from the community, voluntary groups, North East Lincolnshire Council, Humberside Police, the Local Strategic Partnership and various other partners. Its chair is Dr Tony Hill, director of public health and a member of the LSP.

Who's in the Neighbourhood Renewal team?

The team responsible for the programme on a day-to-day basis includes a wealth of experience and expertise. Its manager is Andrea Fitzgerald and she is supported by a Neighbourhood Renewal Board has been formed, with members from across the partner organisations, to oversee the effective delivery of the Neighbourhood Renewal programme for the borough.  Andrea is supported by Neighbourhood Co-ordinators Debbie Woodward and Jane Mansfield. Performance and Audit monitoring of the programme is carried out by Sarah Nash and Emma Pick. Karen Goodwin and Beckey Brumpton provide administrative support.
