Councillors and MPs




There are 42 Councillors (referred to as Elected Members) on North East Lincolnshire Council.

The current political composition of the Council is as follows:

  • Reform UK – 14
  • Labour – 11
  • Conservative – 10
  • Independents – 4
  • Liberal Democrat – 3

Councillors are, collectively, the policy-makers of the Council and represent their communities to bring their views into the Council’s decision-making process.

They also deal with individual casework and act as an advocate for constituents in resolving particular concerns relating to Council services.

To do this they have regular contact with the general public through either Council meetings, telephone calls, emails or ward surgeries.

Councillors are not paid a salary for their work, but they do receive allowances.

Co-opted and independent members

The Local Government Act 2000 confers the power to co-opt non-voting members onto overview and scrutiny committees. The Council’s constitution reflects the legislative position. Additionally, there is a statutory requirement to include parent governors and Church school representatives where education matters are being discussed. These co-opted members serve on the Children and Young People’s Scrutiny Panel, with voting rights in respect of education matters.

The role of a non-voting co-opted member is to contribute to discussion at scrutiny meetings or at any working groups established by the panel on which they may serve. Co-opted members of the Children and Young People’s Scrutiny Panel, as well as having voting rights on education matters, also have the opportunity to be part of the call in of a cabinet decision that relates to an education matter.

In line with good practice and to promote public confidence in the local democratic arrangements, the Council has also appointed an independent Chairman of its Audit and Governance committee. This appointment reflects the committee’s significant role and responsibilities in respect of the corporate governance of the Council and ensuring that the financial management, risk management and partnership governance arrangements are fit for purpose.

Co-opted and independent members are expected to sign an undertaking to comply with the Council’s code of conduct, including the requirement to register interests.
