The Role of the Monitoring Officer

Under the provisions of the Local Government and Housing Act 1989, Councils have a duty to appoint a Monitoring Officer to ensure the lawfulness and fairness of Council decision making.

The Monitoring Officer effectively serves as the guardian of the Council's Constitution and the decision-making process. He is responsible for advising the Council on the legality of its decisions and providing guidance to councillors and officers on the Council's Constitution and its powers.

The Monitoring Officer also works closely with the Council's Standards Committeeto assist it in its role of promoting and maintaining high standards of conduct and probity within the Council.

Whistleblowing

North East LincolnshireCouncil is committed to the highest possible standards of openness, probity and accountability. In line with that commitment the Council operates a 'Whistleblowing' policy for its employees and anyone associated with the Council to use if they suspect illegality or malpractice in the workplace. The council is committed to dealing responsibly, openly and professionally with any concern that is brought to its attention. The Council's Monitoring Officer has overall responsibility for the operation of the whistleblowing policy.
