- The Code of Practice document designed to guide relationships between schools and LAs, against a background of Fair Funding, determines new levels of permissible support and intervention.
- The LA has produced its Education Development Plan (EDP) for 1999-2002 with this guidance in mind.
- Under normal circumstances the Advisers of the LA may only monitor work in schools at first hand on the equivalent of one day per term. (EDP p157)
- These guidelines change where Ofsted or the LA designates schools as requiring special measures, having serious weakness or giving cause for concern. In any of these instances extra money from the Standards Fund may be utilised to address the identified difficulties.
- In the great majority of other cases of identified need, the extra funding released to schools by LAs, should be used to buy in consultancy and/or training.
- Schools will be bombarded with literature related to the training and consultancy that is provided by the private sector and, increasingly, some other LAs.
- The extra element of funding under this year's Standards Fund agreement could enable schools to make more use of third party provision.
This prospectus provides an opportunity for schools to be clear about what can be obtained from the local LA School Improvement Team and to give some information about the personnel and the areas of expertise that they offer.
- The EDP includes a clear list of what might be expected as entitlement from the LA officers and other staff.
- It also includes a detailed section (p43-p132) of the activities it intends to carry out in order to assist its schools in achieving their targets and meeting their priorities.
- INSET, conferences, seminars or working papers will often accompany these activities.
- Considerable quantities of funding have been accessed through the LA and most of this has been devolved to schools. The results of this may be seen in the resource footnotes at the bottom of each activity page within the EDP.
- However, wherever a (T) appears this means that the related part of the activity must be traded and therefore has a cost to anyone wishing to use the facility offered.
- The costs that are chargeable relate to the detail of the Service Level Agreement published by North East Lincolnshire Education Development Service.

The work of the individuals within the training and consultancy team is subject to monitoring procedures carried out by the line or project manager of each activity.
The work of advisers is line managed by the relevant Senior Adviser. The work of the Senior Advisers is line managed by the Deputy Director of Education (Learning). Judgements will be made against the following:

Training will meet the following standards:
Access
courses and training events will be notified to potential delegates at the start of the financial year. Where government initiatives/new local priorities arise, schools will be notified of these at the earliest possible time;
where limited places exist, schools which enter the Service Level Agreement for Training and Consultancy through the Education Development Service (EDS) will receive priority status;
Design
all courses and events will have clear and publicised objectives which will be made available to delegates before booking is required;
the objectives for training will reflect needs identified through the annual audit of strengths and weaknesses of schools, and will therefore relate to priorities within the School and LA Education Development Plans.
Delivery
will be to the highest possible standard in relation to:

It is the responsibility of the provider of any training and consultancy to offer opportunities for both monitoring from the line manager of the project and feedback from the receiving institution.
North East Lincolnshire Education Services welcomes feedback in any format during and after the event. All courses generate an evaluation form that relates specifically to the course aims and objectives. In addition, information is sought relating to medium and long-term impact on procedures and practice that result from an input.
To assist with this process Form TCF1 is offered and anyone in receipt of development work from the team is urged to complete a copy and return it to the Education Development Centre.
