Creative Partnerships in its original form was always a time-limited initiative, and because of its success the DfES sought ways to continue the work.
It was decided to explore the possibility of a Creative Partnerships type of project being run through a local authority, and North East Lincolnshire was successful in its application to be included. The other three pilots were Leeds, Calderdale and Huddersfield.

In September 2005 Phase One started. It was a very small pilot project, with four schools and a very limited timescale but the evidence collected showed that there was the real possibility of developing a programme of 'Creative Learning'.
So the decision was taken to proceed with Phase Two.
