Local Development Framework
The Government has introduced a new Planning and Compulsory Purchase Act 2004, which will result in major changes to the planning system. The new Act is a key element in the Government's drive to increase speed and flexibility in the planning system, and introduce more community involvement. Amongst other changes the Act will result in the replacement of the old system of Structure Plans, Local Plans with a new system of planning documents. The Act puts in place a new statutory framework for Regional Planning with the introduction of Regional Spatial Strategies, and a more flexible local planning system.
At the local level, the basis of the new system is the Local Development Framework (LDF). The LDF is a 'folder' of individual planning documents - see diagram - that will outline planning policy for North East Lincolnshire. The new LDF will eventually replace the existing adopted local plan; and introduce a new spatial planning approach to development planning. This approach is a more wide-ranging and inclusive approach than the previous land use based system.
The LDF will be a key tool in the delivery of the Council's strategic goals. The LDF must have regard to the Community Strategy and other Council Strategies seeking to promote physical, social, and economic improvement, regeneration and renaissance.
The new Act sets new challenges for the Spatial Futures team. Preparation of the first LDF documents has started linked with community and stakeholder consultation.
It is important that our communities, other interested parties and Council Departments maximise the opportunities to be presented to shape the new planning documents. These documents will then shape the development that takes place.

Content of the Local Development Framework
The LDF will comprise a portfolio of documents. These comprise Development Plan Documents (DPD) (including the core strategy, development control policies, site-specific allocations, such as housing and employment, and the proposals map). In addition Supplementary Planning Documents (SPD) can expand upon policies or provide additional detail.
As part of the LDF the Council can 'save' some of the policies in the Adopted Local Plan for a period of 3 years until they are replaced by new LDD's, are withdrawn by the Council or three years have passed from the time the Act comes into force.
As the current Local Plan was recently adopted (Nov 2003), and reflects current national guidance; the Council intends to 'save' the majority of Local Plan policies for three years. This is permitted under the provisions of the new Act.

Getting In Touch
The Council wants to involve its communities and other interested parties from the start of the LDF process and is building up a contact list of people who want to be consulted on the new LDF either as landowners, agents, developers or as an interested person.
To simplify the process of making representations the Council has introduced a new on-line consultation system. In order make comments you will need to register to use the system. This is a one time registration and you will recieve an email confirming your registration and giving details of your user name and password. This is automatically generated by the system and will come via Limehouse Software who power the system on behalf of the Council.
