About the Local Development Scheme

As part of the Government's changes to the Development Plans system, Local Authorities are required to replace their Local Plans with Local Development Frameworks (LDF). These replacement plans will be required to demonstrate conformity with the new style Regional Spatial Strategies that are currently being drafted.

The Local Development Scheme (LDS) sets out the Local Development Documents (LDD) the Council will prepare along with a timetable for their production over the next three years.

As a result of the Annual Monitoring Reports conclusions it was considered necessary to revise the LDF project management plan contained within the Local Development Scheme.

The following document has been produced in line with the relevant Town and Country Planning (Local Development) (England) Regulations 2004.  It has been considered by the Council and agreed in  conjunction with the Planning Inspectorate and Government Office for Yorkshire and the Humber.

Submission to Secretary of State

Following confirmation from the Government Office and the issuing of their non-intervention letter subject to approval by Cabinet and Full Council Committees:

'On the basis of the revised submitted local development scheme submitted on 20 November 2007 and in accordance with Regulation 11(2) of the Town and Country Planning (Local Development) (England) Regulations 2004, the First Secretary of State hereby notifies your Council that he does not intend to issue a direction under Section 15(4) of the Planning and Compulsory Purchase Act 2004.'

The Council gives notice under Regulation 11(1) that the Local Development Scheme 2007 will have effect from 30 April 2008.
