The Government's Planning and Compulsory Purchase Act 2004 requires all local planning authorities to prepare a Statement of Community Involvement (SCI).
About the Statement of Community Involvement
The Statement of Community Involvement, or SCI, sets out North East Lincolnshire Council's policy for community involvement and consultation in the preparation and review of Local Development Documents (LDDs). It also contains guidance on consultation procedures for planning applications.
The aim of the SCI is to ensure all sections of the public, including local groups and organisations, are actively involved throughout the process of preparing LDDs and determining planning applications.
Community involvement is an important part of the process of preparing the Local Development Framework (LDF). The aim of the Statement of Community Involvement (SCI) is to help ensure community ownership of the LDF, and to strengthen community involvement in planning over time. It also aims to improve overall representation and involvement across all sections of the community.
The SCI sets out the following:
- The Council's intended approach to involving partners, interested parties and the community (including 'hard to reach' groups) in the preparation and revision of all local development documents and major development control decisions.
- The proposed arrangements for participation and consultation.

Submission of the Statement of Community Involvement to the Secretary of State
The SCI was submitted to the Secretary of State on the 9th January 2006.
The submission date was also the commencement date for the formal 6 week Regulation 28 consultation period on the SCI. This consultation period ended on the 20th February and the Council in accordance with Regulation 31 of the Town and Country Planning (Local Development) (England) Regulations 2004 has now submitted copies of the representations received to the Secretary of State for Independent Examination.

The Secretary of State has appointed Mr Tony Wharton BARCH RIBA RIAS MRTPI as the Independent Inspector to consider the representations made during the consultation period along with the submission document.
As no person or organisation requested to appear or be heard by the Inspector at an examination the representations received will be considered by the Inspector through written representations.

The Inspector Andrew Wharton issued his Binding Report on the 31st July 2006 for consideration by the Council which the Council accepted as the final version. The Inspectors Binding Report can be viewed using the link below:

Following consideration of the Inspectors report the minor changes included in the report were made to the Statement of Community Involvement. The Council formally adopted the Statement of Community on the 30th November 2006. The adopted document can be viewed using the link below:
