Why are Parish and Town Councils consulted on LDF documents from other Local Authorities?

It is a requirement of the Regulations that each local authority consults with 'a relevant authority any part of whose area is in or adjoins the area of the local authority'.

The definition given in the Regulations of 'relevant authority' includes local planning authorities, county councils and parish councils.
