Why was a new system introduced?

Under the old system local plans were large complete documents that took around 5 years to prepare, and which became out of date very quickly (some authorities have still not managed to adopt one).  The new system is intended to speed up the preparaion of planning policies, ensure they are kept up to date and achieve more effective community involvement.
