About the Proposals Map
As part of the Local Development Framework the Council must produce an adopted proposals map. The map will reflect geographically the policies contained in the adopted Development Plan Documents.
The adopted proposals map can only be updated when the Development Plan Documents are adopted. However if the Core Strategy Development Plan Document does not contain site specific policy the adopted proposals map will not be amended.
As identified in Planning Policy Statement 12: Local Development Frameworks the adopted proposals map should:
The Council can utilise separate inset maps where more detail is needed, for example inset maps may be used for policies such as conservations areas and area actopm plans. Where inset maps are used the adopted proposals map must precisely show the area to which the inset map refers but the policies shown on the inset map must not appear on the main adopted proposals map.

Consultation
During the preparation of Development Plan Documents the Council may illustrate proposals and options on a map.
Develpment Plan Documents undergo several stages of consultation as described in the Town and Country Planning (Local Development) (England) Regulations 2004. These include:
Regulation 25 Pre-submission consultation (issues) - the Council may wish to illustrate areas of search for a particular policy. This can be done either on a map base or in diagrammatic form.
Regulation 26 Pre-submission public participation (preferred options) - the Council should prepare a map or maps to accompany the pre-submission document. Examples would be the identification of various sites and alternatives being considered for development or areas that would be affected by a particular policy.
Regulation 28 Submission to Secretary of State (test of soundness) - the Council must include a submission proposals map to identify how the adopted proposals map will be amended or added to.

Submission to Secretary of State
The submission Proposals Map must be submitted along with the Development Plan Documents to the Secretary of State for consideration and independent examination prior to adoption.

Independent Examination
The Secretary of State will appoint a Planning Inspector to carry out an independent examination. This involves assessing the Development Plan Document againt the Tests of Soundness. What happens next?
Following the independent examination the Inspector will issue a report which is binding on the Council instructing what changes if any should be made to the Development Plan Document. The Council can then adopt the Development Plan Documents and the adopted proposals map will be amended accordingly.
