Regional Spatial Strategy
The Government has introduced a new Planning and Compulsory Purchase Act 2004, which will result in major changes to the planning system. The new Act is a key element in the Government's drive to increase speed and flexibility in the planning system, and introduce more community involvement.
Amongst other changes the Act puts in place a new statutory framework for Regional Planning with the introduction of Regional Spatial Strategies (RSS) to replace the Regional Planning Guidance documents (RPG).
The RSS will include a broad development strategy for the region, setting out regional priorities in terms of location and scale of development. Such as:
- Economic development
- Housing
- Transport and communications
- The environment (including water, minerals and waste, energy generation and use)
- Tourism and leisure
- Urban and rural regeneration
The overall aim is to provide an up-to-date strategy for the region that is clear about how it should develop.
