Local Development Framework Sustainability Appraisal/Strategic Environmental Assessment

The authority is currently in the process of developing its Local Development Framework (LDF).  This set of strategic documents fall within the scope of the Environmental Assessment of Plans and Programmes Regulations 2004 and is consequently required to undergo a Strategic Environmental Assessment (SEA).  Section 12(1) of the regulations requires the Council to undertake a Scoping Exercise. This exercise is to determine the scope and level of detail that must be included in the Environmental Report of planning documents produced.  Collectively these will make up the Local Development Framework.

It is requirement that the Scoping Report produced is made available for consultation.  The formal consultation on this part of the SEA process will end on January 20th, 2006.  After any comments received have been considered and any appropriate changes incorporated into the report, the Environmental Assessment of the LDF documentation will start, beginning with the Core Strategy.

It is intended that the Scoping Report will be continually reviewed, particularly with regards to baseline information, relevant plans and programs, and the application of indicators that can be used to monitor the impacts of the LDF on the sustainability of North East Lincolnshire Council, and on the environment.  On these issues, we would particularly welcome you thoughts and views.
