North East Lincolnshire Council is currently undertaking a major survey to identify all brownfield opportunities. Called an 'Urban Potential Study', this will incorporate all previously used sites and buildings which are considered suitable for new housing development including vacant land, underused car parks, commercial sites and buildings, flats over shops and conversions of existing houses. Once the survey is complete, the Council must undertake a discounting exercise to eliminate sites which are not suitable for development such as valued open spaces, prime employment land and environmentally sensitive sites.
Our open countryside is a precious, finite resource and great care must be taken when planning for development which can deplete such a resource. Historically, housebuilders have preferred to build new homes on greenfield sites but this is now seen as an unsustainable option by the Government which sees it as a priority to future generations to ensure that greenfield land is not squandered unnecessarily.
In a major effort to reduce the amount of greenfield land in the countryside being used up for new housing, the Government is calling upon all local authorities in the UK to provide up to 60 per cent of new housing on previously used or brownfield land. Brownfield housing opportunities are encouraged on vacant previously used land and the conversion of existing dwellings and suitable commercial buildings into flats.
