Who specifies how many Taxis should sit on each rank and what hours of operation should be enforced?

The Hackney Carriage Association identifies the need of the taxi rank, and the Local Authority then decides in consultation with this Association how many cars the rank can hold, and what times are enforced. In most cases capacity is limited to the location of the rank.
