Lord Lieutenant

The office of Lord Lieutenant was created in the 16th century with responsibility for local emergency planning in the event of invasion. It was the job of the Lord Lieutenant to call out the militia, secure food supplies, maintain warning beacons and if necessary ensure a "scorched earth" resistance.

The duties are now ceremonial and the post holder is Her Majesty's representative in the County whose foremost duty is to uphold the dignity of the Crown. The Lord Lieutenant must not play any political role and would usually also hold the office of Custos Rotulorum, which is the Chief Magistrate in the County with a duty to ensure the correct standard of conduct is observed by all Justices of the Peace.

Sheriff

The office is over one thousand years old and following the Norman Conquest in 1066 the Sheriff was the chief official of the County. As the Monarch's permanent representative in the County he had a general duty, among others, to guard against counterfeiting of the coinage. His responsibility for the militia passed to the Lord Lieutenant in the 16th century. Although the post is now almost entirely ceremonial the post holder is responsible for debt collection on behalf of the courts. The High Sheriff is also the Returning Officer for Parliamentary elections in his/her County but usually agrees to this responsibility being passed to the District Council Chief Executive as the Acting Returning Officer.
