The Local Authorities (Alcohol Consumption in Designated Public Places) Regulations 2007
NOTICE is hereby given pursuant to regulation 5 of the Local Authorities (Alcohol Consumption in Designated Public Places) Regulations 2007 that North East Lincolnshire Borough Council proposes to make an Order under Section 13(2) of the Criminal Justice and Police Act 2001, designating the areas within North East Lincolnshire, listed in the Schedule below, for the purpose of restricting the consumption of intoxicating liquor in those designated public places.
The effect of the order will be to provide the Police with the power to require a person, in a designated area, not to drink alcohol in that area, and where a Police Officer reasonably believes that the person is, or intends to do so, to surrender any alcohol or alcohol containers (including sealed containers) in the person’s possession.
It will be an offence to fail to comply with a Police Officer’s requirements in respect of the public drinking or surrender of the alcohol, without reasonable excuse.
Schedule of land within North East Lincolnshire
Streets and Footways:
- Dudley Street (from Cartergate/Deansgate to Pelham Road).
- Pelham Road (from Dudley Street to Princes Avenue Rear Access Road).
- Princes Avenue Rear Access Road (from Pelham Road to Cartergate).
- Fildes Street.
- Somersby Street.
- Alexandra Road.
- Alexandra Wharf.
- Alexandra Road Rear Access Road.
- Garth Lane.
- Fisherman's Wharf.
Open Spaces
All the Land and Open Spaces within the bounds of the following:-
- Alexandra Road.
- Corporation Road and Corporation Bridge (from Alexandra Road to the East Bank of Alexandra Dock)
- The East Bank of Alexandra Dock from Corporation Bridge, running north/south up to and including the South bank of the River Freshney, as far as the Symwhite Bridge.
- The South bank of the River Freshney running from the Symwhite Bridge on Frederick Ward Way running east/ west to the Haven Bridge on Alexandra Road.

TAKE FURTHER NOTICE that North East Lincolnshire Borough Council proposes to make an Order consolidating the Order as proposed above with previous Orders made by the Council known as the Criminal Justice and Police Act 2001 Order No 1/2002; North East Lincolnshire Borough Council (Alcohol Consumption in Designated Public Places, Cleethorpes Order 1/2006 and North East Lincolnshire Borough Council (Alcohol Consumption in Designated Public Places, Grimsby Town Order 2/2006.
A copy of this Notice and plans of the areas proposed to be designated (and areas already designated) are available for inspection during normal office hours at the Municipal Offices, Town Hall Square, Grimsby.

Written representations or objections on the proposed Order can be made to the Council’s Director of Law and Democratic Services, Municipal Offices, Town Hall Square, Grimsby, North East Lincolnshire, DN31 1HU and they will only be considered by the Council if they are received by the Director of Law and Democratic Services no later than Friday 21st March 2008.
