Here you can find information on car park charges, residents' permits, season tickets and civil parking enforcement via the attached download. The Parking Strategy is also available for download on the right hand side of this page.
Residents can find information about where residential parking schemes exist and identify the number of permits allowed per household.
Car park locations
North East Lincolnshire Council has joined the Park Mark – Safer Parking Scheme and now in the fourth year has 22 car parks with the Park Mark award.

Civil parking enforcement
North East Lincolnshire Council has adopted the powers under the Traffic Management Act 2004 to enable Civil Parking Enforcement (CPE) as of the 5th July 2010. To read about these changes and for further advice and information a guidebook has been produced.
Verge and Footway Parking
An experimental Traffic Regulation Order is now in place at New Waltham, Waltham and Immingham. North East Lincolnshire Council's Civil Enforcement Officers are enforcing verge and footway parking.
Payment methods
For all methods of payment you will need to quote your penalty charge notice number, vehicle registration mark and if applicable, your debit / credit card details.
- Online - at www.nelincs.gov.uk/penaltychargenotice/default.asp
- Telephone – Using a debit or credit card by calling 01472 313131.
- Cheque – Post a cheque or postal order to PO BOX 493, Grimsby, DN31 1HU. Please include your contact details and the number of the penalty charge notice on the reverse of cheques. Please make cheques/postal orders payable to North East Lincolnshire Council.
- Cash – Using the bar-coded payment slip at over 90 Paypoint outlets and Post Offices across North East Lincolnshire. For further details visit the Allpay website www.allpay.net
Appeal against a Penalty Charge Notice?
If you have been issued with a Penalty Charge Notice you can either pay the fine or challenge the Notice.
Warning: Failure to pay, or challenge the Notice, could result in debt recovery.

In all correspondence relating to Penalty Charges you must include:
-Your name and address (for correspondence purposes)
-Penalty Charge reference number
-Vehicle registration mark
