Work to date
The Council appointed an Executive Director of Children's Services in January 2006 and put in place a Directorate Management Team. This included an innovative joint post with the PCT of Deputy Director (Communities & Partnerships).
- A Head of Children's Trust Development was appointed in December 2006 supported by a Project Officer.
- In January 2007 the Change4Children Partnership (Children's Trust) Executive Board and Performance Board were created which replaced the Change for Children Board.
- Workshops were held with the Change4Children Partnership Boards to develop the move to a Children's Trust.
- Conferences were held around the Borough with all organisations who work with children and young people to articulate what partnership working is and should be within North East Lincolnshire.
- A Needs Assessment was developed in early 2007 to identify the needs of children, young people and their families within North East Lincolnshire.
- In June 2007 the Children and Young People's Plan 2007 - 2010 (CYPP) was developed which contained a clearly articulated vision. This was created after consultation with children, young people, families and professionals after considering the needs of children and young people in the area. The plan explains what the Every Child Matters Outcomes will mean in North East Lincolnshire, thus creating a child centred and outcome-led approach.
- In September 2007, all partner organisations signed an over-arching Partnership Agreement which showed their commitment to the Children's Trust arrangement in North East Lincolnshire.
- There are good examples of integration initiatives across the spectrum. Integrated front line delivery is being implemented through the development of Children's Centres.
- Implementation of the Common Assessment Framework is well underway and the Authority is well-equipped to develop the Information Sharing Agenda (ContactPoint).
- A Children's Services Workforce Strategy has been developed and approved by the Change4Children Partnership (C4CP) Boards. The Children's Workforce Induction Standards and programme have been approved and are now being rolled out across the Partnership.
- A Participation Strategy and Action Plan have been approved and are being monitored closely.
- There has been investment in the development of multi-agency partnership working within neighbourhoods.
- A commissioning framework is currently being developed using the Child and Adolescent Mental Health Service (CAMHS) as its pilot project. The decision-making model will be ready by August 2008 with the full roll out in December 2008.
- Public consultation is taking place to transfer children's services from the Primary Care Trust (PCT) into the Local Authority.
- The Local Safeguarding Children's Board is firmly in place and fully operational and incorporates the issue of domestic violence. A manager has now been appointed to deliver the domestic violence agenda.
- A Parenting Strategy has now been consulted on and approved by the C4CP Boards. A manager is now in post to take this forward and deliver the actions from the Strategy.
- Quarterly newsletters are now in place to update all partners of the progress of the Children's Trust arrangements.
