Welcome to the refresh of our Children and Young People's plan 2007-2010 for North East Lincolnshire.  This is the second refresh of the plan and takes us into the development of our new three year plan.

In this refresh we have undertaken wide consultation and a review of the progress of the activity undertaken to deliver the priorities and areas for improvement in the 2008/09 Refreshed Plan.  This Refresh is closely aligned to the Borough’s second Local Area Agreement (LAA2) and the Local Strategic Partnership Plan.

This refresh of the plan pulls together and illustrates the joint priorities of the Children’s Trust to improve outcomes for children and young people in North East Lincolnshire.  Our aim is for every child and young person to receive the support they need to:

Achieve Economic Well-Being         Make a Positive Contribution

Delivery of the five “Every Child Matters” outcomes will help us achieve our shared vision for children and young people in North East Lincolnshire.  It is also a requirement under the Children Act 2004 to develop a plan to show how we will deliver these improved outcomes.  Supplementary guidance (2007) to the Children Act gave new duties and requirements relating to the Children and Young People’s Plan (CYPP). Included in this is the requirement to undertake an annual review/refresh of the Plan.  The new guidance published in 2009 sets out additional duties and requirements and these have been taken into account in the development of this refresh.

Our 2007–10  plan and subsequently this refresh is for children and young people up to the age of 19, young people up to 24 in care and vulnerable young people up to age 25 with learning difficulties/disabilities.  It covers all serv ices for children and young people in North East Lincolnshire and is the main delivery plan/performance framework for the children and young people’s block of the Local Area Agreement. 

This refreshed plan continues to demonstrate the commitment of the Children’s Trust to work together to ensure that all of our children and young people enjoy life and achieve their full potential. 

The Children's Trust is working towards meeting the 2010 requirement to have consistent good quality arrangements in place to provide identification and early intervention for those children, young people and families who need additional help. To achieve this, the Trust will lead, commission and oversee the development of a joint approach to multi-agency locality working with the commencement of a scoping exercise in the autumn of 2009.
