Neighbourhood Watch Schemes - Request To Display Signs On The Highway
For the purpose of this document the Highway Authority shall be regarded as North East Lincolnshire Council. Each application is subject to an £11 administration charge. Cheques should be made payable to 'North East Lincolnshire Council'.
Neighbourhood Watch Signs will be approved for erection on the Highway subject to the following conditions :-
- The location of each sign shall be identified on this agreement and approved by the Highway Authority. An application form for the purpose is available here.
- The size of any individual sign shall not exceed 350mm in width or 500mm in height and shall be mounted with the lower edge not less than 2.1 metres above the footway or with the upper edge more than 3.0 metres above the footway, and at least 450mm lateral clearance to kerb edge.
- The sign shall be securely fixed to a lamp column by two stainless steel metal bands or plastic zip ties fastened around the column and tightened into place. The secure fittings must not cause damage to the post or column, or any protective coating to such a post or column.
- The sign shall not be affixed to a traffic light signal or any post or lighting column to which a traffic sign is already attached.
- The sign shall not be sited in a position where it is likely to obscure the driver's view of any traffic sign or signal.
- Fixing can be undertaken by yourselves using the banding tool which is provided by HANWaG and to be returned to them as soon as possible after erection of the signs. Alternatively the Highway Authority will arrange to erect the signs on your behalf at a VAT inclusive price of £21.00 per sign excluding the cost of the sign and brackets. A cheque for the appropriate amount (payable to the approving Authority) should accompany this request if you wish the Highway Authority to erect the signs.
- The Highway Authority shall be indemnified against any liability arising from the erection and maintenance of the signs. For further information regarding Public Liability Insurance contact the Humberside Association of Neighbourhood Watch Groups on Hull (01482) 444466.
- The Highway Authority reserves the right to remove the sign(s) if they fall into disrepair or otherwise constitute a hazard or if a traffic sign is required to be erected to the lamp column on which the Neighbourhood Watch sign is erected.
- The signs should be black lettering on a white background with the central logo being yellow background with white and black symbols (see diagram attached). For further information on approved signs, please contact the Humberside Association of Neighbourhood Watch Groups on Hull (01482) 444466. Do not buy any signs until approval has been received in writing.

- The person erecting the signs will need to carry an approval notice from the Highway Authority to be available for inspection if requested by Council Officers.
- Your organisation accepts the maintenance liability of the sign, and should undertake an annual inspection and repair programme.
It is also your group's responsibility to remove the signs should the group cease to exist.
