Local Transport Plan
North East Lincolnshire Council has produced it's second Local Transport Plan (LTP2), covering the period April 2006 - March 2011, the document sets out a bold vision of the future of North East Lincolnshire. It shows how the Council will improve the local transport system to support the efforts of the many organisations involved in improving the local economy and quality of life in the area.

What are LTP's and APR's?
LTP
Local Transport is about how people and a goods are moved around North East Lincolnshire. The Local Transport Plan (LTP) shows what the Council intends to do to improve the transportation system. These improvements are intended to:
- Tackle Congestion;
- Improve Accessibility (how people get to where they want to be);
- Make roads safer;
- Improve Air Quality;
- Improve Quality of life
The LTP covers car travel, car parks, buses and bus stops, trains and stations, walking and cycling, lorries and taxis and any other forms of transport. The transport system supports many activities and must take into account quality of life issues such as health, security, prosperity and the environment.
APR
In July each year the Council has to produce an Annual Progress Report (APR) about the performance of its Local Transport Plan. The report is presented to Government and refers to progress on that years delivery of the Local Transport Plan. The mid-term report (APR8) is produced in 2008 and refers to progress made during the first two years of LTP2 (2006/7 and 2007/8)
Transportation Study
A transportation study looks at the existing transportation system in an area and identifies the problems and opportunities which it presents. Future trends such as traffic growth, new housing, and industrial developments are taken into account. It also takes account of what local people, businesses, and others say they would most like to get from the transportation system (priorities). Things such as :
- Reduced Congestion;
- Improved Accessibility;
- Safer Roads;
- Improved Air Quality;
- Improved Quality of life;
The study then looks at a range of actions which could be taken to deliver these priorities, analyses them to see which will be most effective, and recommends a course of action to deliver the priorities.

The Local Transport Plan in the context of Government Policy
The Local Transport Plan in the context of Government Policy Local Transport Plans have to take account of transport policy laid down by Government.
Published in 2000, the Government's White Paper A New Deal for Transport: Better for Everyone, sets out various ways in which this could be achieved. The Transport Act 2000 which followed, lays down the requirement for local highway authorities such as North East Lincolnshire Council to prepare Local Transport Plans to follow this policy, which aims to provide:
- A wider choice of realistic transport alternatives;
- Less dependence on motorcars with greater use of improved public transport facilities, especially buses;
- More walking and cycling;
- Less traffic congestion;
- Lower air pollution levels;
In 2004, a second White Paper: "The Future of Transport" was published. It outlines the Government's strategy for transport between now and the year 2030. There is a strong emphasis on better management of existing resources and value for money solutions to combat the growth in traffic. It makes particular reference to Local Transport and advocates the following principles:
- Freer flowing local roads through things like road charging.
- More and more reliable buses enjoying more road space.
- Bus services that meet people's needs, including in areas that cannot support ordinary services. (such as demand responsive bus services)
- Making the services everybody needs easier to get to for people who don't have access to a car.
- Supporting the use of school travel plans, workplace travel plans and personal journey planning
- to encourage people to think about not using their cars for some trips.
- Making cycling and walking more attractive for short journeys, and especially for children.
