COVID-19 Additional Relief Fund (CARF)
The COVID-19 Additional Relief Fund is now closed, and all relief has been awarded to eligible businesses.
About the funding
In March 2021 the Government announced a COVID-19 Additional Relief Fund (CARF) of £1.5 billion. Further details may be found on the Governments website – guidance on the operation of the fund and details of the funding allocation for each local authority.
The aim of the relief was to support ratepayers who have been adversely affected by the pandemic and have been unable to adequately adapt to that impact.
Government rules mean that the new relief was NOT given to:
- ratepayers who for the same period of the relief either are or would have been eligible for the Extended Retail Discount (covering Retail, Hospitality and Leisure), the Nursery Discount or the Airport and Ground Operations Support Scheme (AGOSS), or
- premises for a period when it is unoccupied (other than premises which have become closed temporarily due to the government’s advice on COVID-19 which should be treated as occupied for the purposes of this relief).
There was no formal application process for CARF as the council has conducted an exercise to identify those accounts where we believe the reduction is applicable. Revised notices showing awards of CARF have been issued for the first tranche of payments and revised notices will be issued w/c 9 January 2023 for tranche 2. This scheme has now closed and money has been distributed to eligible businesses.
