Sustainability Appraisal

A Sustainability Appraisal and Strategic Environmental Assessment must be carried out at each stage of preparing a new local plan or reviewing an existing local plan. These two legal requirements have been met through one integrated process and a report prepared called the Sustainability Appraisal.

The purpose of the Sustainability Appraisal is to identify and report on the likely social, economic and environmental effects of the plan and the extent to which sustainable development is expected to be achieved through its implementation.

There are five main stages to preparing a Sustainability Appraisal, these are:

  1. Setting the context and objectives, establishing the baseline and deciding on the scope of the appraisal (Scoping report)
  2. Developing and refining options and assessing effects
  3. Preparing the sustainability appraisal report
  4. Consulting on the emerging local plan and the sustainability appraisal report
  5. Monitoring the significant effects of implementing the local plan

Sustainability Appraisal adoption statement – March 2018

The Sustainability Appraisal adoption statement provides an overview of the main preparation stages, the consultation undertaken and how future monitoring will be reported. It supports the adopted Local Plan.

Proposed main modifications – July 2017

During the examination in public a number of ‘Main Modifications’ were identified as being required in order to make the Local Plan. This iteration of the Sustainability Appraisal report updates and consolidates previous versions taking into consideration the proposed main modifications.

Sustainability Appraisal Addendum – September 2016

Following the Pre-Submission Draft consultation and the comments received it was considered appropriate to undertake further work on key areas of missing and outdated evidence. The Sustainability Appraisal Addendum considers the implications of the proposed modifications to the local plan and updated evidence base for the finding s of the sustainability appraisal process to date.

Pre-Submission Draft – January 2016

At the Pre-Submission Draft stage the Sustainability Appraisal process has underpinned the evolution of the Local Plan from the formulation of the vision, objectives and spatial policies to the version of the plan the Council is seeking to adopt. It ensures that collectively the proposals in the Plan and chosen methods of implementing them, deliver the most sustainable and positive outcomes for the area.

This iteration of the Sustainability Appraisal report updates and consolidates all previous versions of the document.

Scoping report – August 2013

The purpose of this stage of the Sustainability Appraisal is to provide the contest for and determine the scope of the SE/SEA of the Local Plan. It also sets out the framework for undertaking later stages of the sustainability appraisal process. Consultation with Natural England, English Heritage and the Environment Agency, and key organisations was undertaken on the Sustainability Appraisal Scoping report.
