Local Plan Proposed Main Modifications (2017)

The Local Plan was submitted for independent examination in December 2016 and Planning Inspector Kath Ellison was appointed to carry out that examination. The hearing sessions were held in April/May 2017. The Council received the Inspector’s Final Report on 7 February 2018, further information and a copy of the report can be found on the Inspector’s Report (2018) webpage.

The consultation will take place between Wednesday 20 September and Tuesday 31 October 2017

At this stage representations will only be accepted on the Proposed Main Modifications set out in the Schedule of Proposed Main Modifications to the Pre-Submission Draft Local Plan (2017) and received within the consultation period. This is not an opportunity to re-state previous representations, as these have already been considered by the Inspector as part of the examination, or to raise new objections to the Pre-Submission Draft Local Plan or to seek further changes to it. For example: seeking the inclusion or omission of a site in the Plan other than those identified in the Proposed Main Modifications.

In addition to the above mentioned Schedule the Council has published a version of the Pre-Submission Draft Local Plan (2016) showing the proposed Main Modifications as track changes. The Main Modifications are set out using the convention black struck through for deleted text and red underlined for new text.

The Council has also proposed some changes to the Local Plan which it considers improve the clarity of the Plan or update factual information, for example where the evidence supporting the Plan has been updated since the Pre-Submission Draft Local Plan was published for consultation. These are referred to as ‘Additional Modifications’, and do not form part of the consultation. Any comments submitted on the Additional Modifications will not be forwarded to the Inspector.

All duly made representations will be recorded and made available to view on the Local Plan Consultation Portal. All representations need to be validated before appearing on the consultation portal. We will work to validate you response as quickly as possible and thank you for your patience whilst the validation process takes place.

All duly made representations will be sent via the Programme Officer to the Inspector for her consideration. The Inspector anticipates that all issues arising from this consultation on the Proposed Main Modifications will be considered through the written representation procedure. Exceptionally, however the Inspector may decide it is necessary to hold an additional hearing session or sessions in order to resolve or clarify any outstanding issues. The Local Plan Examination webpage will be updated as appropriate and all those making representations will be informed of the next steps by the Programme Officer in due course.
