Cabinet has approved a package of recommendations that will shape the future of library and archives services across North East Lincolnshire, following extensive scrutiny and engagement.
The decisions, agreed at tonight’s North East Lincolnshire Council meeting (July 15), build on the work of the Library Services Select Committee and support the Council’s ambition to deliver a stronger economy and stronger communities.
Cabinet formally recognised the work of the Select Committee and endorsed its findings, agreeing in principle to a series of recommendations that will guide the development of the Library and Archives Service.
These include:
- Maintaining professionally staffed library services with a core onsite presence
- Establishing a new Libraries Advisory Board to strengthen links between communities and the service
- Commissioning work to better understand the social and economic value of libraries
- Progressing improvements to facilities, including Cleethorpes and Waltham libraries
- Exploring interim options for a central library offer in Grimsby.
Cabinet also confirmed continued progress on plans for Grimsby Central Library, including:
- Continuing urgent capital works to prevent further damage to the building and remove asbestos, with a tender process already underway
- Early development of a full business case for the building’s regeneration
- Engagement with heritage bodies to safeguard important features
- Plans for stakeholder workshops to shape the future use of the building
The regeneration of the library will remain a key part of the wider Grimsby Town Centre Masterplan.
Further work will now move forward to strengthen delivery and partnerships, including:
- Progressing a mutual review of contractual arrangements with Lincs Inspire Ltd to ensure they meet future service needs
- Introducing improved operational systems across library sites
- Developing detailed business cases where investment is required.
The Director of Economy, Environment and Infrastructure has been authorised to progress the recommendations, working closely with the Portfolio Holder for Culture, Heritage and the Visitor Economy, Cllr Tanya Brasted.
Cllr Brasted said: “These decisions mark an important step in securing the future of our libraries. We have listened carefully to Scrutiny, stakeholders and our communities, and we are committed to delivering a modern, sustainable library service that continues to play a vital role across North East Lincolnshire.”
Work will now progress at pace, with a number of recommendations being implemented immediately. More detailed proposals, including business cases for future investment, will be brought back to Cabinet for further consideration.
