Residents, businesses and organisations across North East Lincolnshire are being encouraged to attend drop-in events to find out more about the borough’s future as the Regulation 19 publication and representation period on the Pre-Submission Draft Local Plan gets underway. There have been four drop in sessions so far, and there are another three scheduled, including two new events.
The six-week period is the final opportunity to submit formal representations on the Pre-Submission Local Plan before it is submitted for independent examination. Representations must be submitted in writing or electronically by 11:59pm on Thursday 12 November 2026.
The Regulation 19 publication and representation period differs from previous stages by focusing specifically on whether the Pre-Submission Draft Local Plan is legally compliant and sound. Representations should address whether the Plan meets the relevant legal and procedural requirements and is positively prepared, justified, effective and consistent with national planning policy.
The Local Plan review began some years ago. The submission timetable has been extended due to Government changes to the National Planning Policy Framework, which amongst other things, has resulted in a mandated house-building target of 621 units a year.
Residents and stakeholders can find out more about the draft Plan and speak with council officers at public drop-in sessions, including two additional drop in events that have now been scheduled for Healing and Laceby:
| Date and time | Location |
| Saturday 17 October, 9am to 1pm | Cleethorpes Library |
| Tuesday 20 October, 6pm to 8pm | Healing Village Hall |
| Wednesday 28 October, 6pm to 8pm | Laceby Library and Stanford Centre, Cooper Lane. |
Representations received by the deadline will be submitted alongside the Local Plan and considered as part of the independent examination.
Publication documents, event details and response forms are available via the Council’s website: www.nelincs.gov.uk/local-plan-review. For those wishing to participate offline, you can write to us: Spatial Planning, c/o Municipal Offices, Town Hall Square, Grimsby, DN31 1HU. Paper copies of the Local Plan are available to view at Libraries across the Borough during their normal opening hours.
