Housing schemes


Everyone should have the right to a safe place to call home, and in our Stronger Communities section we make clear the vital link between good homes and good health.

Good homes also have a big part to play in a strong economy. More of them, built in the right environment, creates jobs and encourages relocation – if people are working here, we want them to live here too!

The next two years – 2025 and 2026 – will see us updating our Local Plan. This requires us to identify areas suitable for development and look at key services and infrastructure needed to support our growth.

We’ll also continue our work with partners in the social housing and private sector to see more development in Grimsby Town Centre. This will ensure a mix of homes to suit our people and support its transformation.

The Greater Lincolnshire Combined County Authority, (GLCCA), will provide support. Housing is one of its priorities and initial brownfield site GLCCA monies, along with Homes England assistance, is already invested in the new Alexandra Dock development in Grimsby.

Providing homes that suit the needs of our communities whilst attracting people into North East Lincolnshire is a corner stone of economic success and we will strive towards achieving this.

Our major schemes

The Alexandra Dock area of Grimsby, between the new Onside Youth Zone and the Fishing Heritage Centre area looks set to be transformed over the next few years after the build lease for the area was signed with a leading UK homebuilder, Keepmoat in September 2024.

The brownfield site has been the subject of consultation with developers in the housing market since November last year. This is a process where developers register an interest in the site, and then, through rounds of discussions, submit a final bid to take over the build lease of the site which then allows them to put in a planning application for their proposals.

This area was identified for homes in Grimsby’s Town Centre Masterplan, which is supported by Homes England, and is cited as an ideal location given the water nearby and the improvements that have already taken place.

The 6.25 acre town centre site bordered by Fisherman’s Wharf and the River Freshney will eventually see a community of around 120+ homes with supporting commercial accommodation.

The frontage of the site, bordering Alexandra Dock, was completed in 2021, and includes the new footbridge over the River.

Keepmoat will take this development through the planning and build process.

A major housing development in North East Lincolnshire at the former Western School site is a step closer, with the completion of the land agreement with top 10 UK housebuilder, Keepmoat.

The housebuilder will regenerate the 22.9 acre brownfield site, which will see a multi-million pound investment to create a community of around 318 properties, including potentially one to four bedroom houses, along with affordable housing and retirement dwellings.

The former school site was closed more than a decade ago due to falling numbers and an over provision of places, with pupils reallocated at the time to other schools in the area.

Funding to progress the site was obtained through the Homes England Accelerated Construction Programme, enabling North East Lincolnshire Council to prepare the site and complete key utility, site preparation and access works, as well as developing and securing the outline planning permission a few years ago.

This was followed by Keepmoat designing the transformation of the site and securing planning permission earlier this year, subject to the signing of a Section 106 agreement.

The top 10 housebuilder is set to start on regenerating the site this week to deliver the 318 sustainable properties, which will be launched in winter 2026 – representing a £65 million investment to create the multi-tenure development.
