PH.ETE.27   APOLOGIES FOR ABSENCE

There were no apologies for absence for this meeting.

PH.ETE.28   DECLARATIONS OF INTEREST

There were no declarations of interest from the portfolio holder in respect of any items on the agenda for this meeting.

PH.ETE.29    MINUTES 

The portfolio holder stated that the petition PH.ETE.23 discussed at the previous meeting was subject to a call in. He explained that the petition was subsequently considered by the Economy Scrutiny Panel who supported the decision he had made.

RESOLVED – That the minutes of the Portfolio Holder Environment and Transport meeting held on 23rd October 2023 be agreed as a correct record.

PH.ETE.30    INCREASES TO PARKING TARIFFS IN CLEETHORPES

The Portfolio Holder received a report that sought approval to proceed with “a Notice of Variation” and exercise powers to increase the parking tariffs in Cleethorpes.

The portfolio holder queried when the increase in the parking tariffs would be implemented if approved. Ms Bromley said that she was aiming for the increase in the tariffs to be implemented prior to the election period. The portfolio holder stated that it was important that the increase was communicated to the public in advance of implementation.

RESOLVED – That the publication of a Notice of Variation pursuant to Section 35C of the Road Traffic Regulation Act 1984 and Regulation 25 of the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996 of a proposal to vary parking charges identified in The Borough of North East Lincolnshire Council (Off-Street Parking Places) Order 2022’ (as amended) be approved.

PH.ETE.31    TRAFFIC REGULATION ORDER 23-24: SCARTHO ROAD AREA – NO WAITING AT ANY TIME

The Portfolio Holder received a report seeking approval to introduce new or extended 24-hour Prohibition of Waiting restrictions at a number of identified junctions on streets close to the Diana Princess of Wales Hospital.

RESOLVED –

  1. That the making of a Traffic Regulation Order (TRO) to introduce 24-hour Prohibition of Waiting (double yellow line) restrictions, the extent of which as detailed in Appendix 1 of the report now submitted, be approved.
  2. That, in the event there were unresolved material objections to the Order, these be referred back to the Portfolio Holder for Environment and Transport for determination and a decision as to whether or not the Order be confirmed and executed.

PH.ETE.32    ARMSTRONG STREET/BEESON STREET, GRIMSBY – TRAFFIC AND ROAD SAFETY PROJECT

The Portfolio Holder received a report seeking approval to introduce new 24 hour Prohibit on of Waiting restrictions, a 20-mph zonal speed limit supported by speed reduction measures, and a change in priority at the Beeson Street/Armstrong Street junction in Grimsby.

The portfolio holder queried whether there were any issues raised during the public consultation phase. Mr Snell explained that several issues had been raised such as people driving at a faster speed than what was sensible for the area, children having difficulty crossing the road, poor parking and vehicles blocking the visibility sight lines. Mr Snell stated that what was being proposed would address the residents concerns and most residents supported the proposals. The portfolio holder stated that he was pleased to see the proposals had the full support of the Ward Councillors.

RESOLVED –

  1. That the making of a Traffic Regulation Order (TRO) to introduce 24-hour Prohibition of Waiting (double yellow line) restrictions, the extent of which as detailed in drawing HD013-22-T1O1 in Appendix 1 of the report now submitted, be approved.
  2. That the making of a Speed Limit Order (SLO) for a 20mph zonal speed limit, the extent of which is detailed in drawing HD013-22-T1O2 in Appendix 2 of the report now submitted, be approved.
  3. That, in the event there were unresolved material objections to the Orders, these be referred back to the Portfolio Holder for Environment and Transport for determination and a decision as to whether or not the Orders be confirmed and executed.

There being no further business, the Portfolio Holder closed the meeting at 10.45 a.m.
