Residents, businesses and organisations across North East Lincolnshire are being encouraged to attend a series of drop-in events to find out more about the borough’s future as the Regulation 19 publication and representation period on the Pre-Submission Draft Local Plan gets underway.
The six-week period is the final opportunity to submit formal representations on the Pre-Submission Local Plan before it is submitted for independent examination. Representations must be submitted in writing or electronically by 11:59pm on Thursday 12 November 2026.
The Regulation 19 publication and representation period differs from previous stages by focusing specifically on whether the Pre-Submission Draft Local Plan is legally compliant and sound. Representations should address whether the Plan meets the relevant legal and procedural requirements and is positively prepared, justified, effective and consistent with national planning policy.
The Local Plan review began some years ago. The submission timetable has been extended due to Government changes to the National Planning Policy Framework, which amongst other things, has resulted in a mandated house-building target of 621 units a year.
Residents and stakeholders can find out more about the draft Plan and speak with council officers at public drop-in sessions:

Representations received by the deadline will be submitted alongside the Local Plan and considered as part of the independent examination.
