Residents, businesses and stakeholders across North East Lincolnshire are being encouraged to have their final say on the future development of the Borough as a six-week consultation on Regulation 19 of the Pre-Submission Draft Local Plan gets underway.
This marks the final stage of public consultation before the Local Plan is submitted to the Planning Inspectorate for independent examination.
Unlike previous consultations, the Regulation 19 stage focuses specifically on whether the Pre-Submission Draft Local Plan is considered legally compliant and sound. This means representations should address whether the plan is justified by evidence, can be effectively delivered and is consistent with national planning policy requirements.
The Local Plan will help shape how North East Lincolnshire grows and develops over the coming decades. This consultation will run between Wednesday 30 September and Thursday 12 November 2026 at 23:59hrs.
The Local Plan review began two years ago, with more than 1,100 people taking part in previous consultation exercises. Feedback received has helped inform the draft plan and all comments submitted during earlier stages will continue to be considered alongside new representations.
The review process was paused in 2024 to allow the Council to consider changes introduced by Government, including revised housing targets for local authorities. As a result, the proposed Local Plan has been updated to reflect new evidence relating to housing and employment needs across the borough.
Key updates to the draft plan include:
- Jobs growth and employment requirements across the plan period;
- The number and distribution of new homes needed in North East Lincolnshire;
- Proposed residential and employment site allocations.
Under the Government’s revised standard method, introduced in December 2024, North East Lincolnshire’s housing requirement has increased to 621 homes per year, equating to 11,178 homes over the plan period. The revised plan now extends to 2043.
During this latest consultation period, residents and stakeholders will be able to take part through a range of engagement opportunities, including public drop-in events and by completing online or paper consultation forms.
All comments received during the consultation will be made public and will be submitted directly to the independent Planning Inspector, who will consider them as part of the examination process.
Residents can view the consultation documents, find details of the local events and submit their comments through the Council’s consultation portal. Paper copies and response forms will also be available for those who prefer to participate offline.
