Monitoring

Reviewing and monitoring performance is an essential part of the planning system. As the local planning authority for North East Lincolnshire the Council currently publishes two monitoring documents.

Authority monitoring report (AMR)

The authority monitoring report provides information that shows the progress of the local plan preparation, any activity relating to the duty to cooperate, indicators in the plan and any policies not been implemented.

The AMR can also provide information to indicate whether there is a need to undertake a partial or full update of the adopted Local Plan.

The latest version of the AMR is the 2017/2018 Authority Monitoring Report (PDF) which was published in June 2019.

Infrastructure funding statement (IFS)

The Community Infrastructure Levy Regulations came into force on 1 September 2019. These regulations introduced the requirement for councils to publish an Infrastructure Funding Statement (IFS) annually.

The Infrastructure Funding Statement sets out how developer contributions have been and will be used to provide infrastructure to support development within the Borough and mitigate its impacts.

Developer contributions is the collective term used to refer to planning obligations (commonly referred to as Section 106 or S106 agreements after Section 106 of the Planning Act), which are used to secure financial and non-financial contributions, and the community infrastructure levy (CIL), where implemented. The latest Infrastructure Funding Statement (PDF, 2MB) covers the period 1 April 2022 to 31 March 2023 and reports on Section 106 developer contributions.
