Statement of community involvement

As the local planning authority for North East Lincolnshire the Council prepares several types of planning documents, including the local plan. National guidance and legislation requires us to consult with ‘specific organisations’ and ‘statutory bodies’ as part of the preparation process for those documents.

Community involvement is an important part of the process of preparing and review the Local Plan and other planning policy documents. So in addition to the specific organisations we would like you, our communities to get involved. This is because you are the people, businesses and organisations who live, work, play and use the amenities in the area on a day to day basis. By getting involved in the preparation of our planning policy documents you can influence decisions that ultimately affect the way our Borough will look and develop in the future.

To help you understand how, when and why we undertake consultation we have prepared a document called the ‘Statement of Community Involvement’. This document sets out the ways in which we intend to carryout future planning policy consultations. It highlights the different ways you can let us know what is important to you, and how you can send us your opinions on our draft documents. It also explains the times when we need to consult in order to meet our legal obligations and times when we will seek to involve/engage with you in a more informal way.

Keeping the Statement of Community Involvement up to date

In 2017 the Government updated the regulations which set out how planning policy documents should be prepared. One of the changes means that the Council must review its Statement of Community Involvement every five years from its adoption. As the current ‘Statement of Community Involvement’ was adopted in February 2013 it now requires reviewing to ensure it is up to date.

In 2017 the Council and NHS North East Lincolnshire Clinical Commissioning Group (CCG) established a ‘Union Board’ to make the best use of our combined resources and focus to grow and enhance the place of North East Lincolnshire. In 2019 after extensive public and stakeholder engagement and working closely with community members and VCSE representative the Union Board adopted the North East Lincolnshire Commitment and Community Engagement Strategy – ‘Talking, Listening and Working Together‘.

Review and consultation

A review of the current Statement of Community Involvement has been carried out and an updated document prepared taking into account the North East Lincolnshire Commitment which will also frame how the updated Statement of Community Involvement will be delivered.

Cabinet committee 15 January 2020 approved the publication of the draft Statement of Community Involvement (2019) for public consultation. The consultation runs for six weeks, starting on Monday 27th January and ending on Friday 6th March 2020.

All responses must be made in writing, you can comment online via the consultation portal.
