Public Notice

THE NORTH EAST LINCOLNSHIRE BOROUGH COUNCIL

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)(a)

PUBLIC REALM IMPROVEMENT – RIVERHEAD SQUARE

(TEMPORARY PROHIBITION OF TRAFFIC – TTRO 22-178) ORDER 2022

NOTICE IS HEREBY GIVEN that the North East Lincolnshire Borough Council have made, an Order, the effect of which will be that:

a) no person shall cause or permit any motor vehicle, pedestrian or cycle from PROCEEDING along the sections of highway detailed on drawing 200-01-SC1 (PHASE 1).

b) no person shall cause or permit any motor vehicle, pedestrian or cycle from PROCEEDING along the sections of highway detailed on drawing 200-02-SC2 (PHASE 2).

Drawings 200-01-SC1 & 200-02-SC2 are available to view under the Temporary Traffic Regulation Order (TTRO) section of the following webpage: www.nelincs.gov.uk/streets-travel-and-parking/traffic-and-road-safety/traffic-regulation-orders

The above temporary prohibitions are required because works are being or are proposed to be executed on or near the road by North East Lincolnshire Council.  These works are detailed as the creation of a new public realm area within Riverhead Square which includes the introduction of new paved areas, seating, lighting and vegetation planters.

The works will be undertaken in two phases, as shown on the drawings mentioned above. Phase 1 will commence on Monday 09 January 2023 and is expected to complete no later than Monday 31 July 2023. Phase 2 will commence upon the completion of Phase 1 (Tuesday 01 August 2023) and is expected to complete no later than Tuesday 31 October 2023.

Access will be maintained during Phases 1 & 2 for Emergency Service Vehicles, deliveries, and Authorised Vehicles. Diversion routes for pedestrians, deliveries (Post Office & Barge) and Emergency Service Vehicles will be signposted on-site only due to the incremental nature of some aspects of the work (Phase 2) and need for the Traffic Management provision to constantly evolve.

The Order will come into operation on Monday, 09 January 2023, and will continue in force for a period not exceeding 18 months unless extended for a further period by the Secretary of State for Transport, or until completion of the works (whichever is the earlier). The closures are expected to remain in place until Tuesday, 31 October 2023.  Definitive dates and times will be notified by on-site advanced warning signs.

The dates above are correct at the point of print however implementation on site may vary due to unforeseen circumstances.

A copy of the sealed Temporary Traffic Regulation Order may be inspected online via North East Lincolnshire Council’s website by searching ‘Temporary TRO’, or go to Traffic regulation orders.

For further information, telephone NELC Design Team – 07932963462 for an explanation of the proposals.
