Transport Hub update – early work completed on concepts

General

Initial work has been completed to develop concept plans for a Transport Hub off Osborne Street in Grimsby, and a report taken to the Council’s Transport, Infrastructure and Strategic Housing Scrutiny Committee last week [13 January] to seek their views.

Early work has also been done to look at functional aspects of the transport hub, cost and risks. Early designs, and outline costs are the first stages of any major capital project before further funding can be found to deliver the scheme, in part, or in full.

There are staged delivery options within the report, with the final stage creating a fully functional hub building next to all the co-located bus stops, with all amenities a modern facility would normally house.

The concept designs have been created showing what the Transport Hub could look like if all the funding can be sourced, based on feedback from public and Stagecoach.

In 2025, the buildings that front onto Osborne Street were demolished to open up the site between Garden Street car park and Osborne Street.

The aim of the transport hub is to provide a centralised, multi-functional green transport interchange, with direct connections to Grimsby Town railway station, Abbey Walk car park and surrounding retail and business areas.

In 2025, public surveys were undertaken and engagement with Stagecoach, the local public transport provider, has been done to draft an initial layout that would work for both people and for buses.

Any future work on the project will incorporate Secure by Design (SBD) principles throughout the design stages to ensure a safe and secure environment for all users. As the project progresses, further engagement work will be done with relevant stakeholders, including community safety partners, Violence Against Women and Girls (VAWG) representatives, and the Design Out Crime Officers (DOCO), to make sure that crime prevention, personal safety, and safeguarding considerations are embedded in the emerging design.

The early concept proposals are due to go before the Council’s Cabinet in February 2026, and subject to approval, further design work will be authorised and funding sought.
