(TEMPORARY PROHIBITION OF TRAFFIC) (ATTRO) ORDER 2025

NOTICE IS HEREBY GIVEN that the North East Lincolnshire Borough Council intends to make, not less than seven days from the date of this Notice, an Order, under section 14(1) by virtue of sections 22C and 22D Road Traffic Regulation Act 1984, for a purpose relating to danger or damage connected with terrorism, the effect of which will be that no person shall cause or permit any motor vehicle, pedestrian or cycle except those vehicles or pedestrians allowed at the discretion of police constable or authorised agent or designated person from PROCEEDING along the full extent or any part thereof, the following sections of highway:

  • High Street, where parades will set up.
  • Market Place.
  • Grant Street.
  • Sea Road.
  • Alexandra Road.
  • High Cliff Road.
  • Kingsway.
  • Cromwell Road.
  • Market Street.
  • Central Promenade.
  • Mill Place.
  • Albert Road.
  • Yarra Road.
  • Oole Road.
  • Knoll Street.
  • New Road.
  • Sea View Street.
  • Wardall Street.
  • North Street.
  • Humber Street.
  • South Street.
  • Brighton Street.
  • Rowston Street.
  • Queens Parade.
  • Bradford Avenue.
  • Cromwell Road.
  • Lower Kingsway.
  • Kings Parade.
  • Kings Road.

There is currently no specific terrorism related intelligence in relation to this event and the threat to police officers and the threat to the UK from international terrorism are both currently at Substantial – an attack is likely. However, the measures are considered precautionary, proportionate and necessary for the safety and security plan for this particular event, and it is regarded by the Chief Constable of Humberside Police that these restrictions are an important part of his plan to avoid, or reduce the likelihood of, danger connected with terrorism. In the event of a threat to public safety, the police can instigate directions to pedestrians accordingly.

The Order will come into operation on Friday, 27 June 2025, and will continue in force for a period not exceeding 18 months unless extended for a further period by the Secretary of State for Transport, or until such time as it is deemed by the Chief Constable of Humberside Police that the restrictions are no longer needed (whichever is the earlier).

The dates and times above are correct at the point of print however implementation on site may vary due to unforeseen circumstances. Diversion routes will be signposted and published online on One Network and Public notices.
