Future of Library Services to go before Cabinet

Plans to shape the future of library and archives services in North East Lincolnshire will now be discussed by Cabinet, following detailed review work by a cross-party Select Committee.

The report, which will be presented to North East Lincolnshire Council Cabinet on July 15, outlines the findings and recommendations from the Library Services Select Committee. The review supports the Council’s priorities of building a Stronger Economy and Stronger Communities, ensuring services reflect the needs of residents while making best use of available resources.

The Select Committee was established in July 2025 and has undertaken an in-depth programme of work, including site visits, stakeholder engagement and analysis of technical evidence. This has included discussions with Lincs Inspire Ltd, which delivers library services on behalf of the Council, as well as contributions from community groups, the Arts Council England and local organisations.

The Committee focused on three key areas:

  • The future of library services across the borough
  • The effectiveness of the current service delivery contract
  • The future of Grimsby Central Library building.

Cabinet will be asked to consider a series of recommendations aimed at strengthening and modernising the service. These include:

  • Maintaining professionally staffed library facilities across remaining sites
  • Establishing a Libraries Advisory Board to strengthen community involvement and expertise
  • Commissioning work to assess the social and economic value of library services
  • Exploring improvements to library buildings and public spaces in Cleethorpes and Waltham
  • Identifying medium-term alternatives for Central Library provision while long-term plans are developed
  • Bringing stakeholders together through workshops to shape the future use of Grimsby Central Library
  • Progressing a mutual review of contractual arrangements with Lincs Inspire Ltd
  • Continuing urgent works to prevent further damage to Grimsby Central Library and remove asbestos
  • Developing a full business case for the building’s future regeneration, aligned with the Town Centre Masterplan.

Several of these actions could begin immediately, subject to Cabinet approval, while others will require further detailed appraisal and development of business cases.

If agreed, officers will begin progressing the recommendations in consultation with NELC’s Portfolio Holder for Culture, Heritage and the Visitor Economy, Cllr Tanya Brasted. Financial implications will be carefully assessed on a case‑by‑case basis to ensure long-term sustainability.

The outcome of this work will play a key role in shaping the future of library services, ensuring they continue to support communities, learning, and economic growth across North East Lincolnshire.
