THE NORTH EAST LINCOLNSHIRE BOROUGH COUNCIL

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

CHRISTMAS LIGHT ERECTION – FREEMAN STREET, GRIMSBY AND ST PETERS AVENUE, CLEETHORPES

(TEMPORARY PROHIBITION OF TRAFFIC– TTRO 21-122E)

EMERGENCY NOTICE 2021

WHEREAS the North East Lincolnshire Borough Council (hereinafter referred to as “the Council”), in exercise of its powers under Section 14 of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991 hereby make the following Emergency Notice the effect of which will be that no person shall cause or permit any motor vehicle, from PROCEEDING along or STOPPING on the below sections of highway:

  • A section of FREEMAN STREET – Part Length from its junction HAINTON SQUARE to its junction with CHURCH STREET.
    • Alternative route: WELLINGTON STREET, RAILWAY STREET, CHURCH STREET

Between the hours of 19:00hrs and 06:00hrs each night the whole junction will be closed to traffic.

This emergency prohibition is to maintain public safety during the installation of illuminations above the highway at, or near, the above-named roads undertaken by North East Lincolnshire Council.

The Interpretation Act 1978 shall apply in the interpretation of the Notice as it applies to the interpretation of an Act of Parliament.

The Notice shall come into operation on Monday, 25 October 2021 and shall continue for a period of 7 days unless extended by Order of the Secretary of State for Transport. The closures are expected to remain in place until Friday, 29 October 2021.

Exemptions to the notice will be for authorised vehicles only, as listed below:

  • Liveried Local Authority Vehicles (ENGIE/ NELC)
  • Emergency Vehicles (Fire, Police, Ambulance, Coast Guard)
  • Authorised Contractors / Utilities / Waste
