Contracts and tenders

Our procurement specialists procure a wide range of goods, services, works and concession contracts using a variety of contracts from single supplier contracts to framework agreements with multiple suppliers.

Current opportunities

We use a system called YORtender to procure goods, services and works. It is free for you to register and guidance on how to do this and access the system can be found on YORtender

Registration with the system also allows you to access tender opportunities across the Yorkshire and Humber region.

We advertise the majority of unrestricted opportunities over £5,000 in value using this system.

Please try to avoid duplicate supplier registrations wherever possible. One supplier profile can have up to five individual users registered against it.

If you have technical difficulties using YORtender then please refer to the Supplier Portal User video produced by Mercell (the system owner) or contact the Mercell Support Team on [email protected] or 0800 840 2050 (during office hours ONLY, 9am to 5pm).

Procurement pipeline

The purpose of the procurement pipeline is to set out our indicative procurement activities planned for the next 18 months to enable current and future suppliers to understand and identify potential opportunities.

Suppliers are encouraged to use this intelligence to develop new and innovative services, ultimately contributing to the development of a diverse market and better outcomes for North East Lincolnshire People and Place.

To view the Procurement Pipeline either click on the following link Procurement Pipeline Power Bi report or view report below. Please refer to page 2. You can filter by those procurements which are live and those which are planned and also filter by category.

Procurement Strategy

The procurement strategy provides a framework for decision making relating to the purchasing of goods, services and works by the Council. It incorporates the most appropriate elements of best practice in structure, policy, and procedure, and will remain sufficiently flexible to respond to both internal and external change.

By adopting this strategy our aim is that our approach to procurement will:

  • Support the local economy and work to enable small to medium sized enterprises (SME) and the voluntary, community and social enterprises (VCSE) in its activities and enable the local market to feel able and willing to work with the Council.
  • Deliver tangible and meaningful social value benefits to the local community of North East Lincolnshire.
  • Achieve value for money for the Council and residents of North East Lincolnshire.
