New Neighbourhood Board appointed to shape the future of Immingham and Habrough

A new Immingham & Habrough Neighbourhood Board has been appointed, bringing together 18 local representatives to help shape the long-term future of both communities as part of the Government’s Pride in Place Programme.

Over the next ten years, £20-million will be invested in Immingham and Habrough, giving local people the power to transform their communities and improve opportunities for residents.

The Government announced in September that 264 neighbourhoods across the country would receive a share of £5-billion through the Pride in Place Programme. The Immingham & Habrough Neighbourhood Board has now been established to oversee the programme locally and identify where the funding can deliver the greatest and most sustainable impact.

The Board will be independently chaired by Andy Hopkins, Director of Operations at Immingham Town Council, with Elaine Norton, Immingham resident and Project Manager at One Voice Immingham, appointed as Vice Chair.

Board members represent a wide range of sectors and organisations from across the community and include:

  • Superintendent Doug Blackwood, Humberside Police
  • Councillor Karen Swinburn, North East Lincolnshire Council
  • Councillor Blake Russell, North East Lincolnshire Council
  • Councillor David Christie, Immingham Town Council / resident
  • Councillor Dulcia Wilding, Habrough Parish Council
  • Katie Brown, Director of Adults, Housing and Communities, NELC
  • Polly Bancroft, Chief Executive, Grimsby Town Football Club
  • Michelle Donner, Oasis
  • Max Burnett, Associated British Ports
  • Kevin Gowing, One Voice Immingham / resident
  • Julie Donn, St Andrew’s Church
  • Emily McKenna, Lincolnshire Housing Partnership
  • David Watson, Bert Boyden Centre / resident
  • Malcolm Cullum, heritage representative / resident
  • Jill Cunningham, resident

Chair Andy Hopkins said: “The Pride in Place Programme is a fantastic opportunity for our community. Residents of Immingham have been calling for new developments and improved services for some time, but the funding has not previously been available to move plans forward.

“A community-led Immingham Town Plan has already identified key priorities, and further work will take place with residents to ensure the money is spent in the right places. Habrough will also benefit from the fund and has representation on the Board.

“It is an honour to have been appointed Chair, and I look forward to working with fellow Board members to deliver some exciting projects over the coming years.”

Elaine continued: “As an Immingham resident, I am committed to my role as Vice Chair of the Immingham and Habrough Pride in Place Neighbourhood Board, ensuring local people are heard and actively involved in shaping the future of our community. This is an important opportunity to build on the strengths within our community, create new opportunities, and ensure local voices remain at the heart of decision-making and future investment.”

Martin Vickers, MP for Brigg and Immingham, said:  “I am delighted that Immingham and Habrough have been selected to benefit from the Government’s Pride in Place programme. The first meeting of the Immingham & Habrough Neighbourhood Board will take place on Friday 5 June 2026, from 10am to 12 noon, at Immingham Town Council, Old Library, Civic Centre, Pelham Road, Immingham.
