Strategic Housing Land Availability Assessment (SHLAA)


A Strategic Housing Land Availability Assessment (SHLAA) is a requirement of the National Planning Policy Framework (NPPF) and forms a key part of the evidence base for Local Plans. It provides important information about the availability, suitability and the likely economic viability of land that could be used to meet the Borough’s housing need over the plan period.

The SHLAA is a technical document that identifies potential sites for housing and its findings do not necessarily mean that a site will make it into the new Local Plan as a formal allocation nor does it imply or guarantee that planning permission would be granted should an application be submitted to the Council.

SHLAA Methodology 

The Council has updated the 2014 Strategic Housing Land Availability Assessment Methodology and is currently seeking views on whether it is appropriate.

SHLAA 2016

The 2016 SHLAA sets out the housing land position as of 31 March 2016 and informed the preparation of the adopted Local Plan. Once the methodology update is finalised and all site assessments have been undertaken, a new SHLAA will be published which will supersede the 2016 version.
