Local development scheme


In 2023 the first Local Development Scheme was published relating to preparing and updating the current Local Plan.

Since then, Government has published changes to the planning system and National Planning Policy Framework in December 2024, including how local plans should be prepared along with some transitional arrangements.

The Council has now prepared and brought into effect a 2025 Local Development Scheme (PDF, 1MB) which considers these changes and transitional arrangements.

Under these arrangements councils have until December 2026 to submit their local plans, for independent examination under the existing legal framework; this will mean that existing legal requirements and duties, will still apply.

The timetable included in the 2025 Local Development Scheme will be progressed under these proposed transitionary arrangements. It will be monitored, reviewed, and updated as necessary, for example if further reforms to the planning system are made.
