Our reviews


We are required to carry out various reviews from time to time. These may be statutory reviews carried out by other bodies, for example, the Local Government Boundary Commission for England.

The latest reviews are listed below, along with the results when they are available.


Our Council

North East Lincolnshire Council has 42 Councillors representing 15 Wards. 12 Wards are represented by three councillors, and three Wards are represented by two Councillors.  Councillors are elected for a four-year term of office.

Current electoral cycle – election ‘by thirds’

Currently, the council holds ‘elections by thirds’, meaning that in 3 years out of every 4 years, one third of Councillor seats are up for election (except the third year when elections are held in 12 out 15 wards).

Consultation outcome

Following the consultation a report detailing the responses was considered by Council on Thursday 7 September 2024 where it was agreed to remain with elections by thirds.

The Electoral Registration and Administration Act 2013 requires North East Lincolnshire Council to carry out a review of its polling districts and polling places every five years. The last formal review was held in 2023.

The aim of the review was to ensure that electors have reasonable facilities for voting and that the polling places are accessible to all electors. In an ideal world, there would be a choice of fully accessible buildings conveniently located for the electors in the area. However, in practice, this is not always the case. In some instances, there is little or no choice available. 

The Council cannot insist on buildings which are not in its ownership being made available for us as polling stations. Portacabins are used as a last resort – they are very expensive and far from ideal, both for the electors and staff who work within them.

Results

Several changes to the polling place arrangements were agreed at the Council meeting on 14 December 2023. These are set out in the notice of conclusion of the review (PDF, 97KB) .

The polling arrangements will now be kept under review.  The next full review of Polling Districts and Polling Places will take place upon completion of the Ward Boundary Review in November 2025.

A Community Governance Review is the process that examines local government arrangements, such as Parish boundaries, electoral arrangements and the structure of local councils. It may consider one or more of the following:

  • creating, merging, altering or abolishing parishes;
    the naming of parishes and the style of new parishes;
  • the electoral arrangements for parishes (the ordinary year of election; council size;
  • the number of councillors to be elected to the council, and parish warding), and
  • grouping parishes under a common parish council or de-grouping parishes.
